&lt;p&gt;I have the "same" error... :(&lt;/p&gt;
&lt;p&gt;Win10 Pro x64 (updated), CSH version 4.3.1 or older (anyway)&lt;/p&gt;
&lt;p&gt;1 week ago: after the press the Win key or left-click the mouse the taskbar is freeze.&lt;br/&gt;
Bubble message is: "Please wait for the Start menu to finish the initial collection of information"&lt;br/&gt;
When in Task Manager I kill/restart the Explorer.exe, taskbar will load normally, and everything is OK; but if I press the Win key the taskbar will freeze again...&lt;/p&gt;

-Drag the mouse near the button, at the upper right side of it, and drag the mouse under the menu in a curved trajectory, like a mirrowed L&lt;br /&gt;
