load shouldn't unset PATH var

Set the configuration to something that does have PATH
set. Run 'path load'. It unsets the PATH variable. That
sucks. It should be smarter than that.

It should remember the last configuration it used for any
given variable. If I type 'path load VAR' it should load the
from the config I loaded VAR from last time.

Recent change to path_load broke variable replacement

Loading a variable does not insert variable values. A
recent change broke this.

Path to perl script not set correctly

The path to the perl script is "~/env/path.pl". The
installation instructions do not cover changing this. The
path.sh script should set this based on its own
location.
